Actually it's not that hard for reviewers to have missed this particular problem for the PS3 version. Remember that the majority of the lag issues present themselves mostly after the 100th hour mark, a mark that few, if any, reviewer ever hit in order to review a game.
You can play a good 60 hours (like the VGC reviewer did) and get a good feeling for the game. The first signs of this problem began a couple of weeks after the game released (when the first gamers reached that mark), and only then did the issue became common knowledge.
If this issue had been present at that very start and reviewers had glossed out over it, then they would have done a poor service to the gamer community (as it happens with a truckload of games), but in this case, it would have been very hard for them to spot this.
