Your're maybe right, I know that since at least PS1 langage selection menue gives English, German, French, Spanish and Italian, sometimes Netherlands. But my memory says German before French, maybe my memory is wrong... but that's just in Europe, what is the langage selection menue in US : English and Spanish or just English ?

About the language order, you may be right, I'm not 100% sure about the order between French and German.
