 I think they don't pay much for the content at all - in most cases they'll simply be swapping a free game for priority advertising on PSN. For example, after Castle Crashers was given away for free on plus, it appeared on the PSN front page. All the Telltale games get advertisement on launch as they give a lot to plus. I expect this giveaway of Far Cry 2 will see a big push for Far Cry 3's DLC on the PSN store or whatever else in the future.

Plus is just a clever way for Sony to monetize their adverts on PSN. You've got to also remember that offering a game for free on plus can be a great way to increase the games sales too - as the extra publicity / more adverts and stuff will sell more. Plus any DLC will sell for the game.
