I don't see it happening. Mario Kart Wii is looking to sell 35 million, which makes it the third best selling of all time, and the best selling not fully bundled one. As big as Mario Kart 7 is likely to be, that's an incredibly high number to topple.
The question is essentially "Will Mario Kart 7 become the best selling unbundled game of all time". I don't think it will.
