yeah i believe this with 1-3 games for most. i would say some of my friends only buy used games and maybe one new game per year.
the worldwide attach-ratio is like ~10. i don't know how old the average 360 is but 10 games on average for a console 6.5 years on the market is really not much. there are gamers like me who have an attach ratio of 80 or so (lol?) but the average buys maybe 3 per year. i don't believe that many buy more than 3 new games per year.
Edit:
just to talk about numbers, in 2011, we had 33 million xbox 360's at the end of the year and 26 at the beginning in usa and they sold 88 million xbox 360 games which means almost 3 per console. in europe, 20 million at the end and 16 million 360's at the beginning and 42.5 sold games which means an average of 2.5 or so...(and for example there is kinect adventures included)
