Whether a good shooter, that isn't on rails at least, can be made for Kinect remains to be seen. There is no doubt that the player wouldn't be able to respond like if he was playing with a physical controller, but that's a design issue. A shooter doesn't need to throw tons of enemies at you to be exciting, and trying to go for fewer, but more intelligent encounters could be a way of working around it.
Either way, as far as movement goes, progress is being made too. Haunt is a good example of full 3D movement done well on Kinect for example.

Ruling out shooters as something that isn't suitable for Kinect is silly at this point I think. Ruling out the Call of Dutys, Battlefields and Ghost Recons in their current form makes complete sense however.
