I don't think theres a conspiracy here, I can see why ioi would underestimate Sony consoles due to their recent under performance. As well as overestimate Nintendo, due to their recent strong performance.

NPD also makes extrapolations, for all you know they are overtracking Sony and undertracking Nintendo and the correct number is in between VGC and NPD

 That's quite possible, but I'm just making an observation.
