we can do that, but then we'd have to call shipments "sold to retailers" and what VGC tracks "sold to consumers"

Easier to just call them shipped and sold.  I'm sure MS calls it sold, shipped, w/e, but it's usually easier round here to go with Shipped.

edit: seems I answered the wrong question, but I thinkthe post is meaningful regardless so I'll leave it.
