MS have declared 65.8 shipped - it's official.  Ballmer either rounded up a bit or simply included (probably simply by error) some early Jan shippments.

I doubt there will be meltdowns much at this point.  They'll come if PS3 shippments put it ahead for the year overall.  Either way both consoles sold very, very well worldwide I'd say.

I don't think he was necessarily lying.  He was basically including January shipments.  They know in January they are going to ship over 200K consoles, so they just went with over 66 million as their announcement.  His wording made it seem like he was talking just about 2011, but I'll give him a break, as he seemed very excited.
