Most likely because it wasn't. Like I said in another thread, there's nothing that a fan shouldn't be proud of concerning the 360. It's still selling well in its 6th year on the market. But its another thing to ignore all the signs (NPD, France's numbers, Media Create, PS3 passing the 360 in Aus for 2011) and expect the 360 to be undertracked by so much in the remaining regions. Especially when the remaining regions, for the most part, are the ones that the PS3 sell better in. Or expect VGC to just bow to MS's shipment update tomorrow (they already adjusted to it once and had to change the numbers), regardless of what other professional tracking agencies are showing.
