I don't know the details fully, but the existence of Tingle's Rosy Ruppeeland seems to attest to this, as well as bits and pieces of info i've scraped from around the internet.
It could have something to do with the fact that Japanese appreciate the humor of bizarre and off-putting characters as a thing funny in and of itself. Tingle makes a lot of Americans uncomfortable, but it is precisely that nature (that he is weird and off-putting) that makes him funny over there. Take as another instance the Okama of One Piece (if you follow that series), where we have an island full of hideous cross-dressing men (who are over-the-top manly in physique even as they wear dresses and profuse lipstick and makeup and such), whereas in America the notion of cross-dressing is not funny in and of itself (the humor being generated by the situations spawned by cross-dressing). Perhaps that is the root of his appeal, though i have not done extensive polling or interviewing of the Japanese community
If anyone would kindly donate 2820 yen, i could go stand in Akihabara for a day and conduct live interviews and pool some data from Japanese gamers.
