Nah only Germany's PC market is a lot bigger than France's.
If France gets 40k Germany "should" get 30k, Italy and Spain 20-25k, UK also more like 80k.

250k doesn't sound that far off.

Since the original shipment was at 80K for France, your scheme might look more like:

Germany gets 60K, Italy/Spain 40-50K, UK gets 160K. Then add the reduced 40K for france.

340-360K. Originally it would've been maybe 380-400K.

Japan's original shipment was 400K for the wifi model I think, 700K for both models. So why would sony ship so much less for Europe than for Japan? Would the holiday season explain it?

You are right. 500K confirmed. It still begs the question, given relative market difference between Europe and Japan, example of PS3 below:

 

Total PS3 Sales, Europe vs Asia:

23.6 (Europe)

13.5 (Asia-Pacific, MEA)

Ratio: 1.75 Europe vs Asia

 

Then again they may be modeling against the performance of the PSP over the ending generation. 

Total PSP Sales Europe vs Asia:

20.9 (Europe)

28.9 (Asia-Pacific, MEA)

Ratio: 0.73 Europe vs Asia

 

That might be a little closer to the vita shipment ratio Europe vs Japan:

380K (Europe)

500K (Japan, including 3G model)

Ratio: 0.76 Europe vs Japan

 

Either they're treding against the PSP's performance, or they are expecting a better Europe vs Asia ratio for the PSV, but boosted the launch shipment for Japan for the double-holiday season (Christmas + Coming of Age Day).
