 Very true.  The numbers from the "experts" are all over the place, but Engadget says 28% of americans own an HDTV set as of April 2007.  The only data I could find was a quote from a mitsubishi exec stating that 1.5% of HD sets in 2006 were 1080p capable.  If that's the case, 5% is probably quite high of an estimate.

The whole "penetration level" of HD is a big part of the reason the PS3 is doing so poorly.  There are an awful lot of people like me who just don't care about it.  I've got a Sony Wega that I'm quite happy with.  I don't intend to upgrade to HD for at least another year and then only because I want a larger format TV without taking up space.  That makes the whole 1080P and Blue-ray a moot point for me.  As I've always said, first next gen box to $299 wins. (at least my money)
