Unknowns of how Nintendo customises the GPU, how much RAM they put in and how much eDRAM it ends up with, since it's said to have a nice amount, will determine the size of the jump.
As for your final paragraph, 4K isn't happening next gen. Stop thinking PC enthusiast, this is consoles. MS and Sony aren't going to design their console around matching Samaritan technically. Whatever they do will be able to surpass it artistically anyways.
And finally, the fact that you say N64 to PS2 wasn't a generational leap and act as if Dreamcast to PS3 isn't a huge generational leap and think we will have a leap bigger than that just proves that PC tech discussion is your forte and not this.

Also I didn't say 4k native I said that sony might try and push their upcoming 4k TVs by offering 4k output via upscaling just like current consoles do "1080p" again read stuff more carefully.
