Its a tri-Ace game. tri-Ace games always get localized, they would never work with anybody unwilling to localize there games. Star Ocean Bluesphere and used to be Star Ocean 1 were the only games not localized, but that was because by the time they were made at the end of there respective platforms life and most NA had moved on.
