I f you bought your 3DS in America.. shouldnt the 3DS ultimately log in to the NA region regardless of where you are?

Finally got my connection to work (odd type of WEP encryption at my dorm here), and yes it works, and my 3DS still thinks i'm in the USA, for when i connected with Mario Kart, it showed me as "Pennsylvania" still...
