Yeah cause when I went into my local Gamestop to get a modern game system I told the clerk that I am terribly xenophobic and I would only purchase the most "western" console they could give me. Just kidding ... I just don't like this argument. Americans buy plenty of Japanese Wii and PS3 systems as well. This same line of reasoning is used to explain the poor Xbox sales in Japan rather than a focus on the likely explanation that Japanese gamers, in general, tend to prefer the types of games and features offered by Wii and Ps3 while the strong points of the Xbox (great online and quality shooter franchises) just don't appeal to most in Japan.
I agree with the other points though, and speaking as someone who works retail at a game store, I can personally attest to the fact the PSN downtown saw a slow but steady increase in the number of Xboxs we sold.
