It's not possible anymore since most are already connected on xbox live in the states.
It doesn't matter what the ps3 offers, if all your friends are on live your choice is already made.
Having a paid service keeps your customers loyal, you're less likely to switch over if you've already paid for live for the year. Maybe after another price cut it will become affordable enough as a secondary console, for when your family is watching tv on your 360 :)
