Honestly I don't think the real expectations for Resistance 3 was all that high. Ratchet and Clank isn't a powerful franchise anymore (Insomniac failed at keeping a franchise alive) and MotorStorm had a bad release from delays due to the tsunami and earthquake in Japan.

Sony isn't going to throw that much money behind advertising half assed games. The last absolutely amazing Ratchet game was Up Your Arsenal. Crack in Time was good, but Sony just doesn't see the current path turning things around.
They won't control the development studio, but they will control how much gets spent to get the game in front of people.
