Because it was broken. Google had their login system scattered across a dozen platforms. I had different logins for Adsense, Analytics, YouTube, Gmail, blah blah blah. It was a nightmare. At some point, they had to (painfully) migrate everyone to a "Google Account" (the new name for one login). That way they could integrate Picasa, G+, and their other social systems into their already existing systems.
This has been happening for nearly two years. You're only noticing it now but they began this process by integrating their business-related systems quite some time ago.
