It's more of an RPG than ME2 from what I've seen. Like ME1, you gain exp during the mission. Also squad mates have an additional power in ME3. Still not as many as ME1 but more than the pultry amount in ME2. On the plus side, each power has more variations in ME3. For example in the screen below, Garrus's concussive shot has 3 different upgrades. In ME2 you only go to choose between two variations after you maxed out a power.
