Fus Ro Dah is from Skyrim. They're three words of power that mean "unrelenting force." When the main character yells it, a great force comes from him (his mouth?) and pushes everything with a strong invisible force that seems a lot like wind.
As far as that video goes, it was a prank that those two scientists did to the third one. They set up an air cannon and fired it right when he opened the door. The immense burst of air sent him flying back.
