Mostly pokemons found on the GTS which are put there via roms. Rom pokemons can be hacked via some tools like Pokesav (which is divulged on pokemon forums shamelessly), giving them full EV's and IV's, moves that the normal pokemon cannot learn, insane amount of PP for moves with low PP pool or overall hacked stats.
Heck once on the GTS I saw a Pikachu with 400 attack >_>. That was the last time I ever stepped in there.
