A number of things but I think the main two are more complex hardware/software and the internet allowing for easy patches. It's more understandable on PC because of the range of different configurations, but the console hardware's static so this sort of thing is inexcusable.
In Bethesda's defence (kinda), the game is massive so some minor bugs are understandable (although I really appreciate being able to use the console to edit stuff when quests go wrong on PC), but this really is a game breaker for PS3 players and should really have been fixed well before release.
