First of all IGN would never let them pull a stupid stunt like faking this type of thing, it could seriously damage IGN's reputation. But this idea that they would put forth a tremendous effort over the course of months to further a lie that literally gains them nothing is prepostrous.
People don't lie without a reason. And they could have easily let the story die, but they showed it off anyways. What do they gain from that? Nothing but more doubt from paranoid internet dwellers it would seem.
As for why it wasn't released? If you've paid attention to the recent problems MS and Nintendo have had its nothing new that these types of crossover projects can be a pain in the ass to work out when both parties bring major revenue potential to the table. The Halo franchise on the DS would produce a metric F-ton of revenue and who gets what share of that would be a major issue. It wouldn't be the first time two groups walked away from a lucrative partnership.
So really we are left with two guys who have no history of lying or even telling fibs, they have no incentive, and practically everything to lose. Oh sure now I see why you think they made it up.../sarcasm
