That's one spin, but it makes sense to put out a more cutting edge machine for the millions in the market for that. There are many waiting for a new console, especially now with the current platforms feeling like they're being pushed to the limit.
They aren't going to steal sales from themselves, they're gonna cover the bases. People who don't want to spend much can get a 360, those willing to spend more for a more advanced machine can get their new console.
The mistake manufactures have made over the years has been high price. For example, 3DS and PS3 were too expensive compared to their predecessors. Xbox 360 and Wii didn't make that mistake which helped them thrive.
