To my knowledge yah, but in all honesty if the game was only concieved just barely then cancelling or rushing Kid Icarus isn't going to speed it up at all. Maybe had Kid Icarus never been started Smash Bros would have been in development earlier, however its not like Kid Icarus is delaying Smash Bros.
Also keep in mind that Kid Icarus is likely already in its final stages of completion if not already complete. The game was scheduled for a winter 2012 release at least that is what was initially indicated though not officially named. The guys who really don't know much at Nintendo's PAX booth did say the game was pretty much complete. But as I said I know more about Nintendo then they did, at least most of them I only met one person who was employed by Nintendo more then a year.
But the product should be pretty much complete and I bet the delay in its release was largely because they already had two huge games releasing this winter and wanted to space out their line up. Development of the next Smash Bros should have started by now regardless of whether Kid Icarus is coming next year or not. If development hasn't started its in the planning stages or something else is up.
But Kid Icarus is not delaying Smash Bros, its existence might have but at the moment and from what we know its development isn't currently. Who knows what Project Sora would have developed if they didn't do Kid Icarus it might have been Smash Bros or it might have been another title altogether.
