Reggie tries to do his job but doesn't have the resources to back everything he says up. As for talking he didn't talk as much when he was first hired, but the people in North America loved him and begged for him to talk more. Not to mention Reggie talks fluent English unlike many of Nintendo's other heads. Its not like Iwata could run public relations in North America that well, Nintendo need Reggie even if they aren't giving him the power he needs to do his job as good as he could.
Microsoft is based in North America of course their heads aren't going to talk as much. But I would say Microsoft's heads are still very vocal but also none of them are Reggie.SCEA also talks a lot, but the Japanese bosses often handle a lot of the PR. SCEA works more behind the scenes they have more power and capabilities but aren't given all the credit.
Reggie was hired to help Nintendo boost profits and increase their presence in North America. With what he was given Reggie has done an amazing job and no it isn't entirely Japan's doing. Reggie was marketing VP and when he first became President he had heavy influence on marketing. But since then marketing has become less and less internal and Reggie's roles have shifted.
Fact is for Reggie to actually turn Nintendo around free of Japan. Then he needs some internal studios he needs marketing back completely or at least full control restored.
Fact is Reggie probably has the least say in North America then the heads of MGS or SCEA. In fact I know he does, he's the most outspoken but he is the least powerful. Japan runs Nintendo of America in a way Sony Japan doesn't with their North American division. If Reggie is to be held accountable for NOA actions he needs to actually make the decisions that he is being held accountable for.
Example I'm not sure but maybe Reggie wouldn't have priced 3DS at 250$ that decision was likely made mostly in Japan with his contribution. Reggie is a marketing genius a business master mind, Nintendo has tons of those as well. But Reggie is capable of doing so much more in North America if he was given the power to do so.
Why is it Microsoft develops games in Japan for Japan, Sony develops games in North America for North America. But Nintendo develops everything for Japan first and North America/Europe is an after thought? Even the games in development at Retro are largely focused on japan as their primary market.
Example you see Giftpia, Captain Rainbow, Xenoblade....etc....etc... all games made for Japan. But name a single game made for North America? If Reggie and Nintendo Of America had the power to create products focusing on America they could definitely improve Nintendo's standings in NA. Maybe then the Japanese would be petitioning Iwata to bring a game from NA to Japan. Wouldn't that be a sight!
