Like I said, it says nothing about CGI cutscenes, you seem to have misunderstood.

There are three "types" of cutscenes. You have real-time cutscenes, pre-rendered cutscenes that use assets from the game (or slightly more detailed ones) and lastly you have CGI cutscenes.

There are 6 hours worth of video files in Final Fantasy XIII, CGI only makes up an hour of it.

They are talking about making pre-rendered scenes that use up disc space like this...

...run in real-time.
