Microsoft aims to get people to use XBox Live no matter the device they use. You want to play Splosion Man, you buy it or rent it on your cloud storage then you can play to your game weather you are on Xbox, PC, phone or tablet. To me this is convenience and it helps devs by making one platform for multiple devices so it reaches more people than the only ones with said device.
I don't think we'll be able to play big games through the clouds yet but arcade games is a given and I welcome it.
