Yes it's for mobile devices... and the basics are the same 4core A9 processor as the Vita, but the Tegra has a extra "companion" core.. for low power stuff, like being on standby.. so you could say it's a bit more effective not stronger.. t
the chip which will be a gamechanger will be the next Tegra called Wayne with support for Directx 11+, OpenGL 4.X, OpenCL 1.X, and Physx.. should release a few months in 2012..
