The changes run deeper than that, I've used W8 for a bit of time now, and I very much prefer it to W7, even on my laptop. I don't think ARM processors are going to replace x86 or x64 for enthusiasts though, especially because you can't run old Windows programs on them.
OT:
That doesn't seem unlikely. Windows 9 may not be out for a while, but Microsoft can still create an OS for the Xbox based on Windows 8 that will also fit with W9. And if this generation has proven anything, it's that graphics aren't what matters most. I'd honestly rather have a small and reliable Xbox that is more of an incremental update over the 360, but comes with a Kinect, than a new powerhouse of a console that is really expensive, and only comes with a traditional controller.
