don't you have webhosting service in your country? you pick an url like tolu.com check if it's available, if not choose another url.. then get a hosting package with mysql.. 250mb and 10gb traffic should be more then enough in the beginning. Next step.. upload wordpress on it, adjust a theme to your liking, connect your twitter and facebook with your website and post away.. finally spam everyone that youo have a website
shouldn't be more the 20 ~ 40 euro's and some time on installing wordpress on it..
