I have one more explanation for increased cup size, as in terms of sold bras; the letter indicating the cup size varies a lot between same sized bras, between manufacturers. Basically "person A" can buy bras, for example, from D to E (maybe even F) and they all are the same size (i know this from experience).
Now, consider this, that the cup size, for some reason, has became an issue for women (a little like the size of your penis for men) and they tend to buy the bras that seemingly have the biggest cup, just so they can say they have a certain cup size.
I'm not saying that this would be the reason for increased cup size (i do see fat being bigger reason), but it's one reason among others.
