It was creating new genres and software (such as Brain Training, Wii Sports, Wii Fit & Nintendogs) that gave the DS & Wii the colossal sales they enjoyed. Nintendo needs these titles to get 3DS (and eventually Wii U) to that point again. It's good that they recognize this and plan on doing something about it.
