They did.  With Spec 2, you can adjust the height of the dust/snow/rain that comes off of the cars with sliders.  If you keep it below a certain height, it doesn't show any pixelation.  I heard about 20% is the sweet spot.  Or you can just turn those effects off.

i tried it, you can only do that with the rain, not snow of gravel.

the gravel isnt that bad but the snow deffo is thats why i dont bother setting up races in snow it looks crap the effects other than that the snow setting looks stunning it kinda spoils it
