No. Vita does not do that. It's just some fans assuming. Game cards provides save slots, not space for future dlc.

They very well could provide space on the cards, but as you said, it would be limited, since how can you know what kind of DLC you want to make?

Which goes right back to the original point. Why would they leave extra space that cost them money when it may or may not be used? Offset that cost to the end user in the from on SD memory/etc.
