Let's go with common sense. It'll be downloaded to SD card.

Game cards are mostly ROM (read-only) with a tiny bit of space (re-writeable) for game saves.

It does not make logical sense. How are you going to plan how much space a future dlc will take?

You're also going to limit the number of dlc. Let's say you planned for 2 dlc but ended up wanted more as things.

What about those that ended up not buying dlc. That's a lot of wasted space.

Its also what the Vita actually does, if the developer wants it too, so dont write it off working like that or at least being an option on the 3DS too.

No. Vita does not do that. It's just some fans assuming. Game cards provides save slots, not space for future dlc.
