FFXIII in-game models and pre-rendered cutscenes are a lot different in terms of quality... maybe not the face that much, but hair, arms, hands and body suffer a lot as a counterpart

I noticed some differences in the hair, the arms and the animations, but they weren't too bad. I'm sure with a bit of work or an extra year or two into the consoles life cycle and they could get identical results (minus the 1080p), I guess that's the reason why they are only doing in-game cutscenes with FFXIII-2.
EDIT: + To save disc space on the 360 obviously.

No, it's because SE is cheap. IMO FFXIII-2 doesn't look even on par with FFXIII. Maybe because the scenario is a bit different, but the game seems rushed. And the art style changed a little. Notice how Noel looks a bit out of place. He looks more like Sora or other character of KH than a FFXIII character. I think that the first FFXIII tried to be a little more photorealistic.
