She's in Mario Party/Kart/and sports games.

So she is Princess peach's sister?

No just another princess.

I think she is Peach's cousin. She first showed up in Super Mario Land on Gameboy. Since then she's basically only been in the Mario sports games. She was also the princess in the Mario movie (that it's best to pretend never happened).
