the unlock key is not only account tied but also Region tied..

For example:
Your PSN Account is Region A, GT5 Disc is Region B

You purchase a "DLC" in "Region A" PS Store, The game couldn't access the "DLC" since PSN didn't have "Region B" service and "Region A" service is not compatible with the game.

Wait, if you buy it, you aren't able to unlock it again for free but you must pay for it again??

might be a PSN error for now.. but some people pushed the button buy once, nothing happend, they pushed it again, and where charged 2 times..
gtplanet forums are having lots of complaints and horror stories about this DLC..
