1. Yes, tons.
2. If only devs made it like that... When they aim for 30, they also aim for better graphics and they often can't keep the framerate at 30 anyway. And either way, I've never found a short drop to 50 to be a problem, even 40 goes if it's not a sudden drop. Anyway, the difference between 30 and 60 is pretty clear. I thought it was obvious we're talking about locked framerates.
3. Let's just say that the difference between 60 (locked) and 43 (locked, of course) is pretty clear... Let alone the difference between 60 and 30. Yeah, I've some experience in that regard, even if my PC can't run the newest games at highest settings anymore.
