why should it be up to the parents, Marks? What do THEY care whether their son has a foreskin or not. If they leave it on, he has the option to take it off later, if they take it off, it does irreversible damage to the glans (desensetizing it), and cannot be grown back reliably.
An adult making that decision is taking an important option away from the individual, and they cannot get it back.
