No they do not usually localize their games. They usually get Nintendo or Sony to do so.

Luckily, those days are now over... for NA, at least.

Luckily? What's wrong with the previous localizations from Nintendo and Sony?

I'm glad L5 is going to expand to our shores, but I'm certainly expecting anything spectularly different.
