I'm not sure I agree, or atleast I don't have enough information to make that kind of prediction, but I wouldn't be surprised if Nintendo has produced a system which is fairly close to what many large publishers want at this point in time ...
With how many publishers struggled with the budgets of games in the last generation, I don't think they want a bleeding edge console to be released at this point in time; and they certainly wouldn't want a console manufacturer who was pushing bleeding edge graphics as the only meaningful way to improve games right now. The reason for this is simple, the publishers will struggle/die if they start focusing on games that require multi-million sales to break even on development costs; and far greater sales to break even when marketing is considered.
Hypothetically speaking, a system with more modest specifications and a console manufacturer who was more interested in changing how games played than what they looked like could be very well received by publishers
