They are pretty much done for. EA got all the licenses while Konami barely has anything. What kept PES relevant was it being the vastly superior football game even though it wasn't particularly good either. It was just that FIFA used to be really bad. Now that EA has caught up, there's nowhere to go for Konami anymore.

PES is still a million selling franchise (around 4 million last year acc. to VGC) despite the enormous current lead for and popularity of Fifa (around 15 million last year acc. to Wikipedia). New PES release strategy is all that's needed imo to get a few hundred thousand customers back.
