So the article presents as Turn 10 talking about a rivalry between Forza and GT. But not once does he mention GT or PD. So either he wasn't talking about rivalry with GT/PD specifically (but rivalry in the racing genre in general) or GT/PD to Turn 10 is like saying Voldemort at Hogwarts. They who shall not be named. 
I much prefer to see developers talking positively about their product rather than dissing someone else's. You know how the saying goes...
