Vita games come on separate cartridges. Memory cards will be mainly used for downloadable games from the PSN store. At times also for DLC and save data for Vita games, but in most cases these two things should be stored on the Vita cartridges themselves. As far as I know the Vita doesn't come with a memory card and also doesn't feature any internal storage.

If you will mainly play Vita games, you won't need to buy one of the bigger memory cards.
