Correct, Jigglypuff is the easiest and safest way to defeat Giga Bowser. You go after him first, then with Mewtwo and Ganondorf left, you try to float and avoid them, but you use items against them (just toss the items to try and hit them), but ALWAYS go after the Poke Balls when they appear. All you do with Giga Bowser is use Rest on him.
