I doubt it. They were extremely pleased with Wii's sales of Tri (by far the best-selling console version of the series), and I'd be willing to bet they wanted to put one on DS but it wasn't powerful enough. Here comes the 3DS, which is much more powerful, and they have a chance to put it on a Nintendo handheld respectably finally.
Also, Nintendo went and designed a peripheral (however clunky it may be) specifically FOR Capcom to put these games out--that probably has something to do with the platform of choice.
